What Is the Income Limit for EWS Certificates?
The gross annual income of your family must be below 8 lakh rupees for the financial year preceding the year of certificate issue. The term “family” includes your father, mother, spouse, and siblings below 18 years of age. My income is not counted separately if I am below 18 and my parents’ income is being assessed.
In addition to the income criterion, you are excluded from EWS if your family owns 5 acres or more of agricultural land, a residential flat of 1000 square feet or more, a residential plot of 100 square yards or more in a notified municipality, or a residential plot of 200 square yards or more in a non-notified municipality.
How Does EWS Validity Compare to OBC-NCL Certificate Validity?
I frequently compare these two because candidates applying under reserved categories need to understand the difference. OBC-NCL (Non-Creamy Layer) certificates are also tied to financial years, but the assessment method differs slightly.

What Happens If My EWS Certificate Expires Before Document Verification?

If your certificate was valid when you applied but expired before document verification, the recruitment board will reject your candidature under the EWS category. You will not receive EWS reservation benefits, and your application may be cancelled if you qualified only because of the EWS reservation.
The solution is to obtain a fresh EWS certificate for the current financial year before attending document verification. I advise candidates to carry both the old certificate (to show you were eligible when you applied) and the new certificate (to prove current eligibility). However, only the new certificate matters legally.
Which Authority Can Issue a Valid EWS Certificate?
For central government recruitment, your EWS certificate must be issued by one of these competent authorities:
- Tehsildar
- Sub-Divisional Magistrate (SDM)
- District Magistrate (DM)
- Any other authority designated by the state government

Do I Need a New EWS Certificate If I Already Have a Government Job?
Yes. If you are applying for another central government position and claiming EWS reservation, you need a valid certificate for the financial year of that recruitment’s document verification. Your previous EWS certificate, even if it helped you secure your current job, does not carry forward.
I have worked with in-service candidates who assumed their old certificate was sufficient. They learned at document verification that annual validity applies to every recruitment, regardless of current employment status.
Can I use an EWS certificate issued in March for an exam in April?
No. If the certificate was issued in March (financial year 2025-26, for example) and the document verification happens in April (financial year 2026-27), the certificate is invalid. You need a certificate issued in or after April 2026. I recommend obtaining a fresh certificate once the new financial year begins if your document verification is scheduled shortly after April 1.
What if my income exceeds 8 lakh in the new financial year?
You will not qualify for a new EWS certificate, and you cannot claim EWS reservation for recruitments requiring a certificate from the current financial year. If you already appeared for an exam under EWS category with a valid certificate but your income increased before document verification, the recruitment board will assess your eligibility based on the financial year mentioned in the advertisement or document verification notice. I suggest reading the recruitment notice carefully to determine which financial year’s income is being assessed.
Can I apply the income from the financial year 2025-26 for a certificate issued in FY 2026-27?
Yes, this is the standard practice. When you obtain an EWS certificate in the financial year 2026-27 (April 2026 to March 2027), the issuing authority assesses your family’s income for the preceding financial year 2025-26. The certificate issued in FY 2026-27 remains valid until March 31, 2027. I have verified this with multiple tehsil offices and it is the uniform procedure.
Is an EWS certificate from one state valid for recruitment in another state?
For central government recruitment, your EWS certificate must be issued by the competent authority in the state where you reside or claim domicile. If you apply for a central government post advertised for “All India” candidates, your certificate is valid regardless of which state issued it, as long as it is from a competent authority and valid for the current financial year. I have seen candidates from Kerala use their Kerala-issued EWS certificates for SSC exams conducted in Delhi without any issue.
Do I need to renew my EWS certificate if I am in the middle of a recruitment process that spans two financial years?
Yes. If your document verification or medical examination occurs in the new financial year, you need a fresh certificate. I have seen SSC and Railway recruitment processes where the exam was conducted in February but document verification happened in May. Candidates who relied on their February certificate faced rejection. Always obtain a new certificate once the financial year changes if any stage of your recruitment remains pending.
