Which financial year goes on an EWS Income and Asset certificate
An EWS certificate is described by two financial years at once — the year it is valid for, which is the year you apply in, and the year whose income it is based on, which is the year before that. Getting either wrong means the certificate does not answer the question that was asked.
The single most common EWS rejection I read about is not an income problem. It is a candidate producing a certificate built on the wrong financial year.
The rule is one clause long, and once you see it stated as a formula it stops being confusing.
The rule in one line
Para 4.1 of the DoPT order that created the EWS quota says income is counted “for the financial year prior to the year of application”.
So the certificate you hold is described by two different years at once:
- The financial year it is valid for — the one you are applying in
- The financial year whose income it is based on — the one before that
Get either one wrong and the certificate does not answer the question the recruiting body asked.

I did not want to explain this from the order alone, so I pulled a live recruitment notice and found the paragraph.
Staff Selection Commission, Advertisement No. Phase-XIV/2026 for Selection Posts. Applications opened 13 April 2026 and closed 4 May 2026. Para 3.3 says a candidate seeking EWS reservation:
“must ensure that he possesses the Income & Asset certificate valid for the financial Year 2026-2027 issued on the basis of Income for the financial year 2025-2026.”
There is the formula, filled in. Applying in FY 2026-27, so the certificate is valid for FY 2026-27, and the income shown on it is FY 2025-26 income.
Working it out for the notice in front of you
The Indian financial year runs 1 April to 31 March. Everything follows from where the closing date falls.

The awkward window is early April. A notice closing on 8 April sits in a new financial year by one week, and needs a certificate for that new year — built on income for a year that ended eight days ago.
This is why EWS candidates end up queueing at the tehsil office in April while everyone else is relaxed.
Which date the rule actually attaches to
Not the date you submit the form. Not the date of the exam.
Para 5.3 of the 2019 order: the crucial date for submitting the income and asset certificate is “the closing date for receipt of application for the post, except in cases where crucial date is fixed otherwise”.
The SSC notice above fixes it explicitly at 4 May 2026, its last date for applications.
So if you apply on the first day and the window stays open for three more weeks, the year you work from is still decided by the closing date, not by your submission date.
Does the certificate itself have to be dated before the closing date?
This is where EWS and OBC part company, and it is worth being precise.
For OBC, the SSC notice says plainly that the Commission “will not insist on candidates producing OBC certificate issued within crucial/cut-off date”.
For EWS there is no such note. What the notice does say, at para 3.4, is that the crucial date “does not mean that the date of certificate(s) should be before the closing date of application, it means that on the crucial date, the candidate(s) must fall under the categories” — and EWS is in that list.
Even so, the practical point stands: an EWS certificate is defined by the financial year it is valid for. A certificate valid for last financial year cannot cover this one, whatever its issue date.
What else the certificate has to say
It is called an Income and Asset certificate for a reason. The income line alone does not carry it.
The Annexure-I format in the 2019 order requires the issuing officer to certify both halves — that the family income is below the limit, and that the family does not own any of the four excluded categories of land or property.
A certificate on a state format that covers income only is not the certificate the order asks for.
No officer, agent or cyber café can issue you an Income and Asset certificate for a fee, and nobody can “get it dated” for an earlier financial year. Both are offences. If the certificate is wrong, the appointment clause in para 5.4 of the order allows the services to be terminated and action taken for producing a false certificate.
One thing that surprises people
If a vacancy reserved for EWS cannot be filled in a recruitment year because no suitable EWS candidate is available, para 6.3 of the order says that vacancy is not carried forward to the next year.
That is different from how backlog vacancies work elsewhere, and it is a small argument for applying rather than assuming somebody else will.

Does an income certificate work instead?
No. The order requires an Income and Asset certificate in the Annexure-I format, which certifies both the income limit and that the family owns none of the four excluded categories of land or property.
