Reservation certificates for central government jobs
SC, ST, OBC, EWS and PwBD claims each rest on a different test and a different certificate. This page maps the four, links each to the order that creates it, and points to the details that go wrong most often.
Four categories, four different tests, and four sets of paperwork that people constantly mix up. This page is the map.
Everything below is taken from the Department of Personnel and Training orders that create these categories, and from a live recruitment notice that applies them. Every claim links to the document it came from.
The four categories, and what each one asks of you

The OBC and EWS rows are the ones worth slowing down on, because both of them are two tests wearing one certificate.
OBC — the certificate that cannot expire
The most persistent myth in this niche is that an OBC certificate has a validity period. It does not, and the DoPT said so in a memorandum whose subject line is exactly that question.
The reason is structural. An OBC certificate makes two claims — community, and non-creamy-layer status. The first changes only if the community is delisted. The second can change any year.
Because half the certificate can go stale at any time, no fixed shelf life was possible. So the rule was moved onto a date instead: you must not have been in the creamy layer on the crucial date, which is normally the closing date for applications.
The full order, and what the Staff Selection Commission says about it — including the note in its own notice that it “will not insist on candidates producing OBC certificate issued within crucial/cut-off date”.
The creamy layer test is not an income test as most people picture it
The limit is ₹8 lakh. What gets counted towards it is the surprise.
Income from salaries is not counted. Income from agricultural land is not counted. That is an explicit Explanation in the DoPT schedule, not an interpretation.
And the test looks at three consecutive years, not one.
Which produces the situation that confuses everyone: a salaried family well above ₹8 lakh can sit outside the creamy layer, while a business family below it can be inside.

EWS — income and assets, and one financial year
EWS reserves 10% of direct recruitment vacancies for people not covered by SC, ST or OBC reservation.
Its income test counts everything the creamy-layer test ignores — salary, agriculture, business, profession — and looks at a single financial year: the one before the year you apply in.
Then it adds an asset test with no income escape hatch. A family owning five acres of agricultural land, a 1,000 sq ft flat, a 100 sq yard plot in a notified municipality, or a 200 sq yard plot elsewhere is excluded whatever its income.

- Who can actually sign it — the list is closed, and “Revenue Officer not below the rank of Tehsildar” excludes more officers than people expect
PwBD — and the rules that are currently in abeyance
The disability certificate has to name the sub-category — OA, OL, BL, DW, MI, SLD and so on — as listed in the DEPwD notification of 4 January 2021. A certificate that says only “40% disability” leaves the user department unable to match you to an identified post.
The bigger live issue is the exam-day rules. Revised comprehensive guidelines were issued on 1 August 2025 and have been held in abeyance ever since, through four separate extension orders.
Which means the guidelines dated 29 August 2018 and 10 August 2022 are the ones actually being applied — for now.

What every one of these certificates has in common
Three things, and they come from the orders rather than from any commission.
Your candidature stays provisional. Every one of these schemes requires a clause in the offer of appointment saying the appointment is provisional until the certificate is verified through proper channels.
Verification goes back to the issuing officer. Not a look at the paper. The appointing authority is required to check with the authority that signed it.
A false claim is not just a rejection. The standard clause allows services to be terminated forthwith and reserves action under the Indian Penal Code for producing a false certificate.
No agent can obtain any of these certificates for you, speed one up, or get one issued by an officer not on the prescribed list. Every one of these documents is issued by a government office, and any charge for it is the one that office publishes at its own counter. A middleman’s fee is not that charge.
Before you go to the office
One habit saves most of the trouble on this page.
Open the notice you are actually applying against. Find its annexure for your category — recruiting bodies reproduce the DoPT formats inside their own notices rather than making you hunt for them. Print that annexure and take it with you.
A state format that looks similar is not the same document, and the difference is usually found at document verification rather than at the counter.
Questions people actually ask
Which certificate do I need for OBC reservation?
One that establishes both halves of the claim — that your community is in the central OBC list, and that you do not fall in the creamy layer — issued by an authority listed in DoPT O.M. No. 36012/22/93-Estt.(SCT).
What makes an EWS certificate different from an income certificate?
It certifies assets as well as income. A family owning five acres of agricultural land, a 1,000 sq ft flat, or a plot over the stated size is excluded from EWS irrespective of income.
Is my appointment final once the certificate is accepted?
No. Every one of these schemes requires the offer of appointment to say the appointment is provisional until the certificate is verified through proper channels with the issuing authority.
