Who can actually sign an EWS Income and Asset certificate

The short answer

The DoPT order lists the officers who may issue an EWS Income and Asset certificate, and says a certificate from one of them in the prescribed format shall only be accepted. A Revenue Officer must be not below the rank of Tehsildar, which excludes more officers than most candidates expect.

An EWS certificate signed by the wrong officer is not a weak certificate. It is not a certificate at all.

The DoPT order says so directly. Only a certificate issued by one of the listed authorities, in the prescribed format, “shall only be accepted as proof of candidate’s claim as belonging to EWS”.

Who can sign it

The order groups the authorities into four sets. Any one of them is enough.

Two details in that table do real work.

“Not below the rank of Tehsildar.” A Naib Tehsildar sits below that rank. This is the commonest signature problem I see reported.

“Where the candidate and/or his family normally resides.” Residence, not birthplace and not the address on your marksheet.

The format is not optional either

The order does not just name authorities. It names a form: Annexure-I to the memorandum.

Recruiting bodies reproduce that annexure in their own notices rather than asking you to find it. The SSC Selection Posts notice for 2026, for example, carries the EWS certificate as Annexure-XI and the list of competent authorities as Appendix-I to the notice itself.

So the safest route is not to search for a generic format online. Open the notice you are applying against, find its EWS annexure, print that, and take it to the office.

Why the officer will ask for so much

Para 5.2 puts the burden on the person signing: the officer issues the certificate “after carefully verifying all relevant documents following due process as prescribed by the respective State/UT”.

That single sentence is why the document list varies from district to district. The order fixes the outcome and leaves the process to the state.

What does not vary is what the certificate has to establish — both halves of the test:

  • Gross annual family income below ₹8 lakh for the financial year before the year of application, counting salary, agriculture, business and profession
  • That the family does not own five acres of agricultural land or more, a residential flat of 1,000 sq ft or more, a residential plot of 100 sq yards or more in a notified municipality, or 200 sq yards or more elsewhere

And “family” here is defined in the order: you, your parents, your siblings below 18, your spouse, and your children below 18.

What happens after you submit it

Nothing, for a while. That is normal and it is written into the scheme.

Para 5.4 requires the appointing authority to put a clause in the offer of appointment saying the appointment is provisional and subject to the income and asset certificate being verified through proper channels.

The same paragraph requires the appointing authority to verify the certificate through the issuing authority. Not by looking at it. By going back to the officer who signed it.

If verification shows the claim was false, the clause allows services to be terminated forthwith, and reserves action under the Indian Penal Code for producing a false certificate.

Watch out

Nobody can sell you an EWS certificate, and no “agent” can arrange one from an officer not on the list above. A certificate obtained that way fails at verification — which happens after you have been appointed, not before.

A short checklist before you leave the office

Check these on the paper in your hand, while you are still standing there.

  1. The designation printed under the signature is one of the offices listed above
  2. The financial year the certificate is valid for is the year you are applying in
  3. The income year quoted is the financial year before that
  4. The asset declaration is present, not just the income line
  5. Your name, your father’s name and the address match your other application documents exactly
  6. The format matches the annexure in the notice you are applying against

Point six is the one people skip, and it is the one that gets caught at document verification rather than at the counter.

Can a Naib Tehsildar issue an EWS certificate?

The order requires a Revenue Officer not below the rank of Tehsildar. A Naib Tehsildar sits below that rank, so a certificate signed at that level does not meet the requirement.
