Can Final Year Students Apply for SSC CGL, UPSC, and Other Exams?

The short answer

Final year students can apply for SSC CGL and appear in UPSC CSE Prelims. SSC requires the degree by the cutoff date in the notification. UPSC accepts an appearing certificate at Prelims but demands the degree before Mains. RRB NTPC requires the qualification by the closing date of the application.

SSC CGL accepts applications from final year students provided they produce proof of degree by the cutoff date in the notification. UPSC Civil Services allows final year students to sit for Prelims with a certificate from the university, but the degree must be in hand before Mains. RRB NTPC requires the qualification on the closing date of the application. These three rules are not identical, and confusing one with another leads to cancelled candidatures at document verification.

Can final year students apply for SSC CGL?

Yes. SSC CGL explicitly permits final year candidates. The SSC CGL 2025 notification states that candidates must possess a Bachelor’s degree “on or before” a specific cutoff date. You select “appearing” as your qualification status during application.

The risk is real. If your university delays results, or if you fail a subject past the cutoff date, your candidature is cancelled. SSC does not grant extensions. The dates that decide your application are non-negotiable.

Can final year students appear for UPSC Civil Services?

Yes, but with a two-stage condition. At Prelims, you need a certificate from your college principal confirming you have appeared in the final year exam. If you qualify Prelims, you must produce proof of having passed the degree before the Mains date.

UPSC also allows MBBS candidates who passed finals but have not completed internship, and candidates who passed CA/CS/CMA final exams.

What about RRB NTPC — can final year students apply?

No. RRB takes a stricter approach. The qualification must be in hand when you submit the form. The 2024 RRB NTPC notification requires candidates to possess the prescribed qualification “as on the closing date of the application.” This catches many candidates who assume RRB follows SSC rules. Always read the specific notification.

What is the difference between each exam’s requirement?

What does “provisional certificate” mean?

A provisional certificate is issued by your university confirming you have passed the degree examination, pending convocation. Every central government recruiting body accepts it at document verification. It is not the same as an “appearing certificate” — provisional confirms you passed, appearing says you merely sat for the exam.

What happens if you fail your finals after applying?

Your candidature is cancelled. Three scenarios lead to this: failed a subject with backlog past cutoff date, compartment exam passed after cutoff, or university delay in declaring results. SSC’s position is that it is the candidate’s responsibility to ensure timely results.

My judgement: if you are in your final year and have any risk of failing, apply anyway. The fee exemption for SC/ST/PwBD/women candidates means you lose nothing by applying. But do not count on clearing DV without the degree.

Do distance learning and correspondence degrees count?

Yes, but only if the institution and programme are recognized by UGC-DEB (Distance Education Bureau). The candidate must verify two things: the university must be UGC-recognized, and the specific programme must be approved by UGC-DEB for the admission year.

Degrees from unrecognized institutions are rejected at DV. Verify the specific programme, not just the university name. The crucial date applies uniformly regardless of institution type.

Can I apply for both SSC CGL and UPSC CSE in my final year?

Yes. There is no restriction on applying for multiple exams simultaneously. Many candidates apply for SSC CGL, UPSC CSE, and IBPS PO in the same year.

What if my marksheet says “pass” but degree certificate is not ready?

A consolidated marksheet showing pass in all subjects is generally accepted at DV as proof. But carrying a provisional certificate is safer because it explicitly states “eligible for award of degree.”

Does UPSC accept online degrees?

Yes, provided the online programme is UGC-DEB recognized and the university is UGC-recognized.
