Age Relaxation Rules for SC, ST, OBC, and Ex-Servicemen in Central Government Jobs

DoPT allows cumulative relaxation only for PwBD combined with community. PwBD + SC/ST = 15 years. PwBD + OBC = 13 years. No other combinations stack. An OBC ex-serviceman gets the higher of the two relaxations, not both added together.
The notification typically states: “Cumulative age relaxation will not be available either under the above items or in combination with any other items.” I have seen candidates argue for stacking SC/ST with ex-servicemen in online forums. DoPT does not allow it. The notification language is unambiguous.
What is the crucial date for calculating age?
For SSC exams, the crucial date is typically 1 August of the notification year. For UPSC CSE, it is also 1 August. For RRB NTPC, it was 1 January 2025. Two candidates born one day apart can have different eligibility outcomes. Always calculate against the specific crucial date in that year’s notification.
How is age relaxation calculated for ex-servicemen?
DoPT OM No. 36034/1/2006-Estt.(Res) specifies the formula. An ex-serviceman deducts military service from actual age, then the upper age limit is relaxed by 3 years (plus community relaxation if applicable).
Example: A general-category ex-serviceman, now 35, served 7 years. Effective age: 35 minus 7 = 28. Upper age limit for him: 30 + 3 = 33. Since 28 < 33, he qualifies. The practical result: almost all ex-servicemen within 3 years of discharge qualify on age grounds.
What about widows, divorced women, and special categories?
DoPT provides additional relaxation to unremarried widows and divorced women. For Group C posts: up to 35 years (General), 40 years (SC/ST). Other recognized categories include departmental candidates (up to 40 years with 3+ years continuous service), J&K domicile (1980-1989, historical), and victims of 1984 riots (5 years plus community relaxation).
Does age relaxation apply to minimum age?
No. This is the most common mistake. Relaxation applies exclusively to the maximum (upper) age limit. If you are below minimum age, no category relaxation helps. A 19-year-old SC/ST candidate cannot appear for UPSC CSE where minimum age is 21. The 5-year relaxation raises the ceiling from 32 to 37; it does not lower the floor.
The dates that decide your application include your birth date measured against the minimum, and no relaxation applies there.
What are common mistakes with age relaxation?
- Claiming OBC relaxation with a creamy-layer certificate. The 3-year OBC relaxation applies only to non-creamy layer. If your family income crossed the threshold, your OBC certificate is irrelevant for relaxation.
- Expired OBC certificate. The OBC certificate validity period matters. A certificate issued more than 3 years before the crucial date is not accepted.
- Assuming EWS gets age relaxation. EWS gets reservation in vacancies but zero age relaxation. DoPT has not extended it.
- Confusing “completed years” with exact date calculation. If upper age is 30 and crucial date is 1 August 2025, you must have been born on or after 2 August 1995.
My judgement: the age relaxation framework is generous but rigid. Once you miss the crucial date by even one day, no appeal helps. Calculate early, verify against the specific notification, and apply well before the deadline.

Does EWS get age relaxation?
No. The 103rd Constitutional Amendment introduced 10% reservation for EWS, but DoPT has not issued any OM extending age relaxation to EWS candidates.
Can I get both OBC and ex-servicemen relaxation?
An OBC ex-serviceman gets 6 years total relaxation (3 OBC + 3 ESM) after deducting military service from actual age. They are applied together per DoPT OM, not stacked independently.
Is age calculated in completed years or exact date?
Exact date. If upper age is 30 and crucial date is 1 August 2025, you must not have been born before 2 August 1995. SSC and UPSC both use this precise calendar method.
